According to a recent study, the dental health of Australian children is nowhere near as healthy as it should be.

The study from the University of Adelaide, discovered that one-quarter of Australian children, ages ten and below, suffer from untreated tooth decay.

The lead researcher, Associate Professor Loc Do, reported “Over 40 per cent of children aged 5 to 10 years had decay in their primary [baby] teeth.

One-quarter of children in that same age group had never received treatment for their tooth decay. On average, Australian children aged 5 to 10 had 1.5 primary teeth with decay”.

In children 9-14, 33% suffered permanent teeth with decay, and one-seventh of the children have never received treatment for decay in their permanent teeth.

Finally, 11% of Australian children have never seen a dentist under any circumstance.

And while Australia tries to support our children with the National Oral Health Plan (designed to ensure that every Australian child sees a dentist), one in nine children have never visited a dentist at all.

Child Dental Benefits Schedule

The Child Dental Benefits Schedule is a dental benefits program supporting eligible children from 2–17 years of age.

It provides benefits of $1,000, over two years, to eligible children, for essential dental services. It covers more than 3 million children, making them eligible for dental care funded through Medicare.

The program’s key features are:

  • Benefits that focus on essential dental services, including prevention and basic treatment with high end and orthodontic items excluded.
  • Benefit entitlement up to $1,000 per eligible child over two years.
  • Benefits can be used in the private or public system.
  • If benefits are depleted before the two year period concludes, access to another $1,000 occurs at the start of the next cycle.

Eligibility Requirements

Eligibility is determined at the start of the calendar year and extends from that point. If you become eligible during a calendar year, you receive benefits from the date of Medicare eligibility.

A child is eligible if they are 2–17 years old (during the benefitted year) and they or their family are recipients of any benefit listed below:

Your children are eligible if the child’s parent, guardian, or carer, receives:

Parenting Payment

  • Family Tax Benefit Part A
  • ABSTUDY
  • Double Orphan Pension
  • Parenting Payment

A child is eligible if they receive:

  • Family Tax Benefit Part A
  • Parenting Payment
  • Disability Support Pension
  • Special Benefit
  • Youth Allowance
  • Carer Payment
  • Financial assistance under the Veterans’ Children Education Scheme (under some circumstances), or
  • Financial assistance under the Military Rehabilitation and Compensation Act Education and Training Scheme (under some circumstances).

What Services does CDBS Cover?

The CDBS covers a range of essential dental services including examinations; cleaning, scaling and polishing; fissure sealing; fillings for cavities; root canal treatment; extractions, and; treatment in case of emergency.

More extensive dental treatments are not covered by the CDBS. According to the Department of Human Services, “Benefits aren’t available for orthodontic or cosmetic dental work and can’t be paid for any services provided in a hospital.”
